Alexandra Jellerette co-founded Zane Networks out of a deep interest in issues and projects related to disparities in the provision of medical care, technology and education. It is the mission of Zane Networks to apply innovative solutions to alleviate these disparities. Starting with a small initial investment, Alexandra has been involved in the company’s operations and growth, financial oversight, marketing and human resource management. She has experience in providing overall strategic leadership and growth while spearheading operational improvements to increase company productivity and reduce costs. Alexandra ensures that the company acquires the certifications and contract vehicles to strategically partner and contract with government and commercial clients.
A graduate of Wellesley College with a graduate degree from American University, Alexandra began her career in education. In addition to teaching and training, she also has been responsible for developing publications and research projects. Alexandra is the mother of three teenage girls and believes in supporting her local community and is active in several community and non-profit initiatives and organizations such as the Chamber of Commerce, the local PTO, the Charles County Literacy Council and Girl Scouts. She holds a Certificate of Project Management from Cornell University, was chosen by the Daily Record as a VIP (Very Important Professionals under 40) and she is also featured in a recent publication, Montgomery County, Women Making It.

Luigi Leblanc is an electronic engineer and public health professional with over 14 years of experience in Telemedicine/Telecommunications technologies. He has served as the technical manager for many projects that require the collaborative efforts of healthcare providers, application developers and systems engineers. Mr. Leblanc has led health information technology research initiatives that focus on patient self-management of their diabetes and hypertension through personalized web portals, combining social networking concepts, e-learning, online collaborations, and Electronic Medical Records and Patient Health Records. He is a Certified Professional in Health Information Technology and sits on various state-wide advisory boards on MSOs and the Health Information Exchange (HIE) and is a Commissioner for the Electronic Healthcare Network Accreditation Commission (EHNAC). With a bachelor’s degree in electronic engineering technology from Hartford University and a master’s degree in public health from the Howard University College of Medicine, Mr. Leblanc possesses a two-tiered background as an engineer and a public health professional.
Mr. Clyburn is a Business Development Advisor and former Director of Programs for the Department of Defense (DOD), Telemedicine and Advanced Technology Research Center (TATRC), Director, Community Development for OSEHRA (the Open Source Electronic Health Record Alliance), Associate Director, Georgetown University, Imaging Science and Information Systems (ISIS) Center, in Washington, D.C., and Medical Operations Advisor, Kingdom of Saudi Arabia, Ministry of Defense & Aviation. Mr. Clyburn has served on numerous of Boards including the American Telemedicine Association, the HIMSS Veterans Career Services Advisory Council, the NASA Medical Information Technology Applications Consortium, and the Electronic Health Network Accreditation Commission Cloud Service Provider Advisory Council.
Erica Lee is a Business Development Specialist who comes to Zane Networks with over eight (8) years of exemplary customer service skills. She has and continues to develop her team building, cross-functional team management and project management skills. Over the years she has proven her ability to manage various size projects timely and within budget. Erica is currently serving as a project manager on behalf of Zane Networks for Technical Management of the Howard University National HIV Curriculum Integration Grant federally funded by the Health Resources and Services Administration (HRSA). Erica also leads project management efforts awarded to Howard University for Application Development for Screening, Brief Intervention, and Referral to Treatment (SBIRT program) Ms. Lee has a Bachelor of Science Degree in Marketing with a minor in International Business, which she acquired through her studies in Bordeaux, France, from the University of Louisville. Erica is a life learner and recently completed her Master’s in Business Administration from Murray State University. Ms. Lee aims to use her growing knowledge to serve as a catalyst for continuing her work in marketing and project management.
Angela Turner was born and raised in the DC metropolitan area. She has worked in Human Resources and Accounting for over 15 years and has been working with Zane Networks since May 2018 as the Accounts Manager/Office Manager. She has a B.S. in Health Science from Lincoln University and holds professional certificates in accounting, management and human resources, with a minor in Statistics.
She currently lives in Upper Marlboro, raising her only daughter who is quote “her other heartbeat”. She is an avid traveler and is involved in many community organizations to include the Alzheimer’s Association which is dear to her heart.

Viola has been a part of the Zane Networks team since 2012. She is passionate about small business success and serves as the Controller. Viola’s educational and professional background are credited for her unique perspective on operational and financial management of business growth. She received a Bachelors of Science in Accounting from Grambling State University in 2007 and an MBA in General Management from Howard University in 2012. Over the past 14 years, Viola has worked in different capacities within big and small corporations like Deloitte, Xerox, CAMRIS International, and has had international business experience through working on projects in China, Singapore, Mexico and Cameroon.
Viola currently runs a business consulting company – Aloiv Group LLC, which provides financial management, strategic planning and process improvement services to small businesses
Ms. Washington has a career that spans over 25 years with the U.S. Government and international organizations, living and working in Africa and having worked for the US Peace Corps, in the Office of the Directors which included working in the Office of Overseas Recruitment (Talent Search) and the Office of Congressional Affairs; and the Agency for International Development (USAID). Thirteen of these years were spent living and working in West and Central Africa; Accra Ghana; Abidjan, Cote d’Ivoire and Yaounde, Cameroon. Ms. Washington has experience in personnel management and training, budget management, international and domestic conference planning and project/program coordination.
Since 1996, Ms. Washington has worked in the areas of project planning, financial administration and coordination in the field of Health Information Technology (HIT). Ms. Washington planned from a financial perspective a five (5) country video teleconference on healthcare initiatives (funded by the Agency for International Development, USAID) and worked on a special consultancy with the Reverend Martin Luther King Foundation on voter registration in South Africa to elect President Nelson Mandela. In 1999 Ms. Washington joined the staff of the Howard University Telehealth Sciences and Advanced Technology Center (HUTSATC) where she worked on healthcare, telemedicine, video teleconferencing and technology projects and managed all aspects of the office operations. Ms. Washington also severed on assessment team site visits and traveled to Nigeria for Howard University Projects in Nigeria. Ms. Washington has planned and monitored project budgets and trained office staff in order to streamline office procedures making office operations more efficient.
Until January 2010 Ms. Washington was involved in health information technology initiatives, funded by the National Institutes of Health (NIH) and worked part-time at Howard University, College of Medicine, as the Chief Operations Officer and Financial Administrator for VMRx (a Maryland company).Ms. Washington has worked with Zane Networks, LLC, in various capacities, since its inception and creation. Currently she is the Human Resources and Operations Director.
Brian Fough is a Software Architect, Team Leader and Web/App developer with 20 years of experience in IT consulting and solution delivery – primarily in the Washington, DC metro area. He has successfully delivered several web and mobile solutions for government and international agencies, as well as small/medium businesses in the healthcare, education, and finance industries.
Mr. Fough is a natural innovator with a progressive mindset. In addition to consulting, he has startup experience and is adept at bringing new ideas to reality, from concept to launch, through strategic analysis, ideation, and design thinking and user experience design and engineering. He has also served as CTO at startups and small businesses. Brian earned both his Bachelors and Master’s degree at Howard University in Systems Engineering and Computer Science. He is still involved with the university as a mentor to computer science students, as well as various research initiatives.
Stephen has joined with Zane Networks to use his expertise in consulting with health care and emergency services organizations. His current clientele includes the Adventist Health Systems – Shady Grove (Rockville, MD.) where he led the team in concert with GE Healthcare to deploy the network infrastructure for the GE 650 Patient Monitoring system deployment within all surgery suites and the pediatric intensive care unit.
Prior to joining Zane Networks, Stephen spent 40 years in various assignments within the technology management within private industry and high education. He held numerous positions of increasing responsibility within NJ Bell Telephone Co., Bell Atlantic Enterprise Sales, and Verizon Communications over the course of 25 years. His signature focus was the pioneer development of wide area distance learning for county school districts in New Jersey which eventually led to consulting with other school districts across the five-state region and internationally. He retired in 2003 as System Engineering Manager in the Potomac Region for Verizon.
After a brief pause, Stephen transitioned to higher education to support research on hyper-tension and its impact on end stage renal disease, the development of tele-medicine applications and education technology development with Howard University College of Medicine. He was advanced to the position of Director of Health Sciences Technology for the professional schools which included Medicine, Dentistry, Pharmacy, Nursing and Testing Center at Louis Stokes Health Science Library. He consulted and mentored medical students and medical schools in Nigeria and the Eastern Cape of South Africa. After a 15-year career at Howard, Stephen retired in 2018.
Stephen has continued to use his vast experience through private consulting in various areas of telecommunications planning, non-profit and health care technology.
Stephen is a 2000 graduate of the University of Maryland Global Campus with a M.S. degree in Technology Management.
Candice Morrison-General has 15 years of healthcare experience and a proven record of achievement with Quality Initiatives, Physician Practice Management and Compliance Practices, Reimbursement Improvement/Enhancement Initiatives, and Health Information Technology Implementations. She has overseen complex multiphase projects; streamline operations; and refinement of business processes. Project Manager of several Quality Improvement Initiatives resulting in documentation improvement and higher reimbursement among provider groups. Strong healthcare consulting proficiency encompassing Coding Compliance and Auditing. She is recognized as a Merit-based Incentive Payment System (MIPS) expert in the implementation of MIPS and MIPS submissions. In addition, she provides physician training and workflow improvement strategies on several Electronic Health Record (EHR) systems.

Key Performance Indicator collection improvement among practices; data collection improved from 62.75% at project inception to a range of 66% – 82.98% through the subsequent 5 quarters.
Risk Stratification projects created for 2 physician practices progressed to the implementation of new mini clinics; a Heart Failure Clinic was implemented at a Cardiology practice and Mini Allergy shot clinic at an Asthma and Allergy practice.
Realized cost savings of $150K based on implementation of new clinical workflows and Electronic Health Record workflows for controlling high blood pressure quality in hypertension patient population.
Implemented Transitional Care Management in Physician’s offices, greatly reducing readmissions, and saving approximately $1K each month per provider.
Several practices scored 70% or above (exceptional performance) in the Merit-based Incentive Payment System (MIPS), receiving up to 1.88 % performance bonus.
Created and implemented 5 Evidence Based Treatment Protocol templates, approved by the Administration and added to Meditech for provider use. Evidence Based Treatment protocols resulted in a 10% Reduction in Readmission.
Improved Patient Experience scores among Hospitalists: prior provider-patient satisfaction rating of 65% was improved to 90%.
Candice earned her Master of Business Administration from Strayer University and her Bachelor of Science in Healthcare Management from Howard University. Candice is currently working on a Master of Science in Health Informatics Administration from the University of Maryland.
Danielle Chen is a data analyst intern, she is originally from China and received a B.S. in Mathematics and Statistics from University of Georgia and M.S. in Analytics at Georgetown University. She is a passionate data storyteller who enjoys turning complex data into simple and meaningful insights and a fast learner with scientific curiosity to understand data and desire to create experiments. She loves drawing, exploring restaurants and museums around DC with friends in her free time. she has traveled to 6 countries, most of them are in Asia, and hope to keep exploring the world.
Danielle Carroll is currently a Health IT Intern and an IT Specialist at Zane Networks, assisting in various web and application development projects for government entities, universities and health agencies. She assists with marketing and brand management of Zane Networks, to include website and social media initiatives. She has experience in A+, CRM (SalesForce, V-Tiger, and HubSpot), Computer Hardware, Computer Software (Application Software), and Technical Support. She has served as a Tech Engineer at a local radio station and an IT specialist for a local church managing their computer equipment, networks and systems. Danielle is currently pursuing a BS in Computer Science from the University of the District of Columbia.
As a NCQA Patient-Centered Medical Home Certified Content Expert, Ms. Brannon has demonstrated an in-depth knowledge of the requirements, the application process and the documentation required for PCMH recognition. She is currently working with several large practices.
Prior to joining Zane Networks Connect, Ms. Brannon worked throughout the U.S. as an EHR Specialist and project manager for clients transitioning from paper files to electronic medical records. For clients, she initiated the implementation and customization of various EMR and PMS software and provided on-site and/or web training of EMR and PMS software to their teams as needed, along with ongoing technical support after project completion.
Ms. Brannon moved into healthcare IT from earlier work as operations manager for several large commercial operations, responsible for overall sales, facility operations and staffing, including staff development at all levels.
In addition to her PCMH qualifications, Ms. Brannon holds a Bachelor of Arts degree in Business Administration and certification in Project Management.
Steven May Jr. WordPress Specialist, UI/UX Developer Steven is an innovative, profit oriented, Senior Executive with demonstrated success in developing solid internet based platforms, increasing revenues, market share, and earnings, achieving cost reductions, and improving client satisfaction in customer centric operations. I specialize in bringing new ventures from initial conception through completion with effective management as well as establishing new value within existing platforms. I possess over 20 years of experience including hands on work in: website design and development, marketing, research and analysis; targeting and segmentation; strategy and positioning; business development; sales, B2B sales, strategies and value propositions; acquisitions; relationship marketing; pricing, merchandising and promotions; brand architecture, consistency and corporate identity; new products, product reformulation, marketing channels; integrated marketing and communications planning in and working within several different fields.
Renee Moore is currently a Technical Assistant. She has a diverse healthcare experience ranging from medical front desk receptionist to EMR Application/Quality Support for over 10 years. Participating in team collaboration and remaining innovative helped foster Mrs. Moore’s ability to provided insightful coaching, technical assistance, and identify workflow enhancement areas for the Meaningful Use (MU) /Promoting Interoperability Program (PI). Additionally, she has supported Electronic Health Record (EHR) adoption and implementation, guided MU attestation documentation, and supported Health Information Exchange (HIE) adoption efforts. With both a bachelor’s and master’s degree in Healthcare Administration Mrs. Moore remains engaged in healthcare’s changing dynamics looking forward to the challenges and accomplishments patient centered healthcare retains.
Mrs. Tolliver is the co-author of, “Revenue Cycle Management: Don’t Get Lost in the Financial Maze” published by MGMA ® ISBN: 978-1-56829-677-7. She holds dual Bachelor of Science degrees in Healthcare Administration and Organizational Management; Summa Cum Laude and Magna Cum Laude respectively. Her certifications include: Certified Medical Practice Executive (CMPE), Certified Professional Coder (CPC) and Certified Medical Office Manager (CMOM). For over 20 years she has provided strategic and operational leadership to medical practices and hospitals.
From 2017-2018, Kem served on the Board of Directors for Laurel Regional Hospital. In a desire to lead, Kem served on the Board of Directors of MD MGMA as the Chair of the Government Affairs Committee and Chair of the Practice Management Committee. She received MD MGMA’s 2016 Outstanding Service Award and was the 2018 State of Maryland ACMPE Certification Rep. MGMA® Awarded medical practices run by Mrs. Tolliver with, “Better Performing Practice,” distinctions in the areas of Accounts Receivable and Collections. She serves on the MGMA® National E & M Workgroup and the Novitas JL Carrier Advisory Committee. Kem served on the Totally Linking Care-Maryland Advisory Council. She was a faculty member for Beyond the Exam Room and was an Adjunct Professor of Revenue Cycle at Catonsville Community College.
For over 15 years, she has provided expert testimony and guidance on healthcare legislation within the Maryland General Assembly. Kem served as a member of Maryland’s 2018 General Assembly House of Delegates – Health & Government Operations Prior Authorization special session workgroup. Kem provides state-wide risk management training programs for Medical Mutual Insurance policy holders. She serves as a SME for start-up behavioral-telehealth app and Compliance Officer for medical practices.
The State of Maryland awarded Kem with the Governor’s Volunteer Service Certificate for 2015-2018. Nexus Health, Fort Washington Medical Center nominated Kem for the 2016 Community Health Award. Heart to Hand, Inc. awarded Kem with the 2019 Heart of Gold Award for 501 (c) (3) community based public health medical practice leadership. She was a Mentor for the Prince George’s County Public School’s 2018 PTECH Health Innovation Program.
Kem is the co-founder of the Prince George’s County Practice Managers Association and the 2020 President of Hyattsville/Prince George’s County American Academy of Professional Coders (AAPC).
Charletta is Healthcare Executive with 18 years of progressive leadership in managing and directing operational, clinical, and financial aspects of healthcare services. She is a hands-on and respected leader with a record of accomplishment in service-line growth, strategy execution, physician recruitment, and operational improvement. Charletta served a Vice President and Chief Operating Officer in the District of Columbia market.
Her broad knowledge and experience in acute care, ambulatory services, and physician office practice operations has allowed her to successfully obtain a Certificate of Need to execute a $20 million project to redesign an Emergency Department and expansion of an ambulatory center, direct over $20 million in capital improvement projects, and secure $75 million in capital funding from government agencies. Charletta has also developed and implemented ambulatory and grant awards for various organizations securing $3million in funds.
Charletta serves as an adjunct professor at the University of the District of Columbia in the Workforce Development Program. She is a Board member of the Tri-State ACO Group which focuses on developing a clinically integrated network within the District of Columbia. She also serves on the Board of American Center for Investigative Cardiology, and the District of Columbia MCAC Health System Re-Design Subcommittee.
Outside of the office, Charletta volunteers with the Take Charge Juvenile Sports Program, an organization that focuses on the importance of sports and academics as pillars of success for children in Prince George’s County Maryland. She has consulted on a project in the West Indies that focuses on merging technology and healthcare on the islands. Charletta is the mother of 14-year-old twins, a graduate of Howard University in Washington, DC and possesses a Master’s in Healthcare Administration. She is a member of the American College of Healthcare Executives, the National Association of Health Services Executives, and the Medical Group Management Association.
Laura Muncy has over 23 years of experience in the design business, including advertising/marketing communications, print graphic design, website design, video production, and animation. Among her diverse skills, she excels at client relations and print production, and enjoys working with start-up companies helping them navigate their needs. Ms. Muncy is thoroughly familiar with all aspects of print management, with extensive knowledge of four-color + printing and paper. She has art directed photo shoots and illustrations for national advertising campaigns and publications, and has also written spots for radio broadcast ads, and was part of a team winning multiple Telly awards for educational videos. In addition, she has designed and produced materials for clients such as the National Air and Space Museum, Mortgage Bankers Association of America, American Airlines, MasterCard, U.S. Navy, National Association of Corporate Directors, and Bethesda Green.She is a multiple award-winner from the IABC, Art Director’s Club of Metropolitan Washington, and her work has been published in The Big Book of Letterheads, Ms. Muncy also has successful experiences in managing client relations and contracts. She earned a B.F.A. in Graphic Design from Shepherd College (now Shepherd University) in West Virginia.
Layo George is currently the Population Health Director and Founder of Wolomi. Wolomi is a perinatal health consulting company that strives to create innovative ways to improve outcomes for women. Layo has experience working in both acute and primary care settings. She also has expertise in assisting healthcare organizations transition from pay for performance to value-based, patient-focused and outcome-based systems. Layo has worked on one of the Center for Medicare & Medicaid Services innovative grants pioneering the way for city-wide care coordination in the District of Columbia (DC). She has also worked as a Quality Improvement Specialist at District of Columbia Primary Care Association leading primary care members through care and practice transformation. Layo is currently appointed to the DC Board of Nursing continuing her work in strengthening the healthcare system. She also serves as the vice-chair on the District of Columbia Department of Healthcare Finance’s HIE stakeholder subcommittee. Layo is a Registered Nurse with a Master’s in Health System Administration from Georgetown. Layo can be found supporting mothers @_wolomi.
Mara is currently a senior at The George Washington University in the Milken Institute School of Public Health. Upon graduation in May, she will be continuing her education by pursuing a Master’s in Public Health (MPH) with a concentration in Community Oriented Primary Care also from GW. For Zane Networks, Mara is interning as a Junior Project Manager. She is currently working on the DC HIE Connectivity Project and the DC HIE Policy Board Subcommittee Workgroup #1 around the secondary use of health data. Mara hopes to use the knowledge she has learned in the classroom to grow in the workplace and to help people gain accessibility and to increase the affordability of healthcare.
Michael is the Technical Assistant Project Manager for the Health Information Exchange Connectivity Project. In his role as Project Manager, Michael oversees an outreach team working to facilitate connectivity between practice electronic health records and health information exchanges. Michael’s background includes experience in public health and project management in local government, state government, and at post-secondary education institutions. Michael earned a Master of Public Health degree from West Virginia University and a Master of Arts in Clinical Mental Health Counseling from University of the Cumberlands.
Michelle Zancan is a registered nurse with over 23 years of experience in adult health. She has worked in many healthcare settings including Johns Hopkins Hospital, NIH, and multiple local care settings. Early in her career, she specialized in oncology from bench research and clinical trial management to in-patient, outpatient, bone marrow transplant, and oncology critical care. In the last 10 years, Mrs. Zancan has branched out of the traditional healthcare setting to work with the Primary Care Medical Home project by CareFirst, health care consulting to individual providers to align their clinical workflows with federal and third party payor initiatives, quality improvement consulting covering clinical workflow and electronic documentation for optimum patient care and metric reporting; and practice transformation consulting under the GPTN grant from CMS. Currently, she is consulting under the HIE Connectivity Grant from DHCF as a technical assistant to the behavioral health providers of the District.

A physician, Graduated from University of Benin School of Medicine Nigeria, I have had the opportunity to practice medicine in different continents and countries, spanning through Africa – Nigeria, Europe – Germany, the Caribbean – Trinidad and Tobago, and currently in the United States. This have broadened my experience on diverse healthcare practices, delivery and management.
I recently served as a Clinical Director of a Hospital Based- Care Coordination Program targeted at patients with three or more chronic conditions. As part of my job, I develop clinical workflows for in-office patient visits, work with patients to develop short term and long-term Strategies/Care Plan to achieve expected outcomes.
Previously also served as a Consultant with Zane Net on Hospital Discharge Innovation grant aimed at improving Transition across the Continuum of care in the health sector. Currently serving with Zane Net on the Health Information Exchange Connectivity Project that will foster secured, timely and accurate exchange of Health information between Health providers in the District.
